Survey Documentation - Before Discharge

- Key Meeting

Before discharge begins, one or more meetings should be held among cargo inspectors, vessel representative and shore operation personnel who will be involved in the discharge operation.  At these meetings, key operational people are identified, responsibilities are defined, communication procedures and plans are reviewed to ensure a full understanding of all activities by everyone concerned.

Check with the vessel's representative for reports of any unusual events that might have occurred during the sea passage or at the previous port and that may require special vigilance during discharge.

Check with shore personnel to ensure that no special conditions exist on shore that may adversely affect the discharge activity or measurements.  A Letter of Protest should be issued to any arty failing to comply with recommended procedures.

Any operational procedures that are incapable of yielding positive measurement control must be reviewed and alternative procedures must be investigated.

On multi-grade vessels, it may be necessary to discharge the vessel in a certain order to avoid contamination of certain grades.  This situation should be discussed and the order (sequence with quantities) of discharge by grade an/of product should be agreed upon prior to discharge.

If any question arises in the relation to compatibility or contamination, all interested parties should be notified and the question should be resolved before discharge begins.

The suggested Inspection Checklist or a similar document should be used and submitted along with the completed inspection report.
